Tied poll in Wisconsin's 1st leaves our forecast where it was

A new poll of Wisconsin's 1st District shows a tied race. A DCCC Targeting Team survey of 495 likely voters, fielded September 21-23, has Republican incumbent Bryan Steil and Democrat Mitchell Berman each at 48 percent.
The poll confirmed what our forecast already showed rather than changing it. Our model gives Berman a 54 in 100 chance of winning the seat, the same as in the run before this poll was added. Steil's chance is 46 percent. Our projected margin moved from D+1.0 to D+0.9, a shift too small to matter.
Our model's range of outcomes remains wide. Its 5th-to-95th percentile span runs from R+13.3 to D+15.3, nearly unchanged from R+13.3 to D+15.2 in the previous run. A projected margin under one point sits well inside that range. By our numbers, the race is close.
The district result has little bearing on the national picture in our forecast. Our model gives Democrats a 99 percent chance of winning a House majority, which requires 218 seats, with a mean of 246.7 Democratic seats. That figure is marginally firmer than it should be. Our simulation correlates error nationally, by census division, by state and by district, but it has no term linking demographically similar districts in different places, because we lack the data to build one. Our generic ballot average stands at D+8.6 across 29 polls from the past 45 days.
