NY-21 poll has Constantino up five; our forecast holds at R+13.4

A Public Policy Polling survey of 557 registered voters in New York's 21st District, sponsored by The Bench and fielded September 9-10, has Republican Anthony Constantino at 48 percent and Democrat Blake Gendebien at 43 percent. The poll's release did not include a margin of error, so the five-point gap is best read as a close result rather than a measured lead.

Our forecast did not move on it. The model gives Gendebien a 7 in 100 chance of winning the seat and Constantino a 93 percent chance, with a mean margin of R+13.4 and a 5th-to-95th percentile range running from R+28.5 to D+1.8. The prior run, at 8:32 AM ET on September 16, had the same win probabilities and a mean margin of R+13.5. The change is a tenth of a point.

That gap between the district polling and our margin is now the standing feature of this race rather than a new development. The model weighs district surveys against the national environment and the district's own fundamentals, and a single poll of registered voters does not carry enough weight to close a 13-point distance. What the polling has established is the downside tail: our range still admits a Gendebien win by under two points at the 95th percentile.

Nationally, our average of 25 generic-ballot polls over the last 45 days stands at D+7.2. The model gives Democrats a 96 percent chance of reaching the 218 seats needed for House control, with a mean of 242.3 seats. One caveat on that figure is ours to own: our simulation correlates error nationally, by census division, by state and by district, but it has no term linking demographically similar districts in different places. Without that, the House control number is marginally firmer than a fuller accounting would leave it.
